CONSERVATIVE PARTY OF CANADA

conservative political party established in 2003 through the merger of the Progressive Conservative party and the Canadian Reform Conservative Alliance. An agreement to unite the two groups was reached in October and endorsed in December by more than 90 percent of the voting members of each party. Under Stephen Harper, leader of the former Alliance, the Conservatives contested the general elections of June 2004 on a platform that emphasized tax reductions, increased military spending, government accountability, and traditional social values. They finished second to the Liberal party, winning about 30 percent of the popular vote and 99 seats in the House of Commons (a contrast to the 2 seats won by the old Progressive Conservative party in their landslide defeat of October 1993). In the January 2006 elections the Conservatives, again led by Harper, increased their share of the popular vote to over 36 percent and won a 124-seat plurality in the House of Commons; Harper took office as head of a minority government, ending 12 years of Liberal rule.
