posthumous title of Liu Pang, also called Liu Chi (256–195 bc), emperor of China (206–195 bc), who founded the Han dynasty. A rebel army officer of low birth in the last days of the Ch’in dynasty, he proclaimed himself emperor in 206 bc, having deposed the last Ch’in, but had to fight rivals for actual power, which he secured by 202 bc. Kao Tsu made a pact with the belligerent Hsiung-nu, a nomadic people to the north who had been raiding his territory, promising to give them food and clothing in return for cessation of hostilities. It was the first treaty between two independent powers in the Far East and set the standard of international diplomacy in the region for 1000 years.
